Sir Keir Starmer’s AI Plan: Building on or Breaking from Rishi Sunak’s Legacy?

Artificial Intelligence (AI) is set to shape the future of our society, economy, and everyday lives.


Recently, Sir Keir Starmer unveiled ambitious plans to embed AI into the fabric of the UK’s economy, sparking debates about the continuity, improvements, or potential pitfalls compared to previous initiatives set out by Rishi Sunak.


As someone based in Greater Manchester, with years of experience training beginners in generative AI and driving innovation in the North West, I’m keen to explore whether these plans will truly deliver transformative change or remain bold promises on paper.



Rishi Sunak’s AI Ambitions: A Legacy of Vision and Hurdles


Rishi Sunak had bold ambitions for AI during his tenure, seeking to position the UK as a global leader in AI technology. His National AI Strategy laid the groundwork by prioritising investment in research, scaling computing infrastructure, and promoting ethical AI practices.


The vision was compelling, targeting key sectors such as healthcare, defence, and education. A proposed supercomputer and investment in high-performance computing symbolised his focus on building a strong technological backbone for AI innovation.


However, Sunak’s plans faced challenges. Delays in execution and a perceived lack of regional inclusivity, particularly in Northern areas, drew criticism. There was also frustration over limited efforts to upskill the UK workforce, leaving regions like Greater Manchester—brimming with potential—feeling overlooked.



Keir Starmer’s Revisions to Sunak’s Plans


When Sir Keir Starmer came into power, one of his first moves was to reassess the AI roadmap. This included cancelling Sunak’s proposed supercomputer due to funding concerns and reallocating resources towards infrastructure and regional growth.


Starmer’s AI vision shifts focus towards creating AI “growth zones,” starting with Culham, Oxfordshire, home to the UK Atomic Energy Authority. These zones are designed to fast-track planning decisions, enhance power infrastructure, and catalyse economic activity.


The emphasis has shifted from centralised projects to fostering geographically distributed innovation hubs.



What Keir Starmer’s New AI Plan Promises


Starmer’s government has outlined three core pillars for its AI strategy:

  1. Laying Strong Foundations: Establishing AI growth zones and ramping up infrastructure, including plans to boost the UK’s computing power 20-fold by 2030.

  2. Promoting Widespread Adoption: Encouraging the public and private sectors to integrate AI through pilot projects, such as personalised education and streamlined planning applications.

  3. Leading on a Global Scale: Creating a specialised team to ensure the UK remains at the forefront of emerging AI technologies and global competition.

he plan also includes a £14 billion investment from the private sector, aiming to create 13,000 jobs, largely in construction and technical roles.


With promises of adding £47 billion annually to the economy, Starmer’s strategy is undoubtedly ambitious.



Opportunities and Challenges for Greater Manchester


As a resident of Greater Manchester, I’ve witnessed the region’s untapped potential to become a hub of AI innovation. Through my work training beginners in generative AI, I’ve seen how accessible knowledge can empower not only the workforce but also schools and communities.

Starmer’s vision could provide significant opportunities for the North West, provided there’s a commitment to establishing growth zones in regions like ours. Investments in AI should prioritise regional equity, ensuring the transformative power of technology benefits everyone, not just a select few.


However, there are questions about the feasibility of these plans.

Will the ambitious £47 billion economic impact materialise?

Are the proposed jobs of high quality, offering meaningful opportunities?

And will the government truly deliver on its promise to decentralise AI development?



Why AI Matters for Communities Like Ours


AI isn’t just about supercomputers and big corporations. It’s about the potential to enhance our daily lives—be it in personalised learning, efficient public services, or improved healthcare.


In Greater Manchester, the focus should be on preparing children and adults alike to embrace this technology. Upskilling our community isn’t just an opportunity; it’s a necessity for staying competitive in the global landscape.
